The School Exclusion Project

The ICCA’s School Exclusion Project (SEP)

Pro bono representation for children excluded from school.

Permanent school exclusion is one of the most disruptive events in a young person’s life. Navigating governor disciplinary committee (GDC) hearings and independent review panels (IRPs) can feel overwhelming for parents and carers.

The ICCA’s SEP is a project that provides free advocacy to help parents appeal against their child’s permanent exclusion in England. We specialise in disability discrimination and cases where the child has special educational needs. Those children with disabilities and special educational needs are at a much higher risk of being permanently excluded, and therefore require greater protection and a louder voice.

The ICCA SEP at a Glance:

  • 46 cases taken on by student representatives in 2026
  • 30 students undertaking training
  • 56 active student representatives
  • 100% client satisfaction

Standing Beside Families When It Matters Most

For most parents reaching out to SEP, the exclusion appeals process begins with confusion and anxiety. Prior to receiving support, the majority of families reported feeling deeply concerned and unfamiliar with their statutory rights. Following representation and advice from the ICCA team, that sentiment shifted decisively to confidence and optimism.
